Creating Connections: Uniting Talent with Opportunity
NOTE FROM THE DIRECTORS

Shamar Herron Executive Director
A Year of Progress and Promise
It is a humbling honor to reflect on another year of purpose and progress when I consider the incredible people, places and opportunities that make the Michigan Works! Southeast region so dynamic.
When MWSE was formed in 2015, the idea of uniting five distinct counties was a daunting initiative, but it was a noble challenge that promised to reap untold rewards if undertaken correctly. Thanks to the dedication of our team and the thousands of lives we’ve positively impacted, we’ve grown into a strong, resilient and creative force. Each person in our organization understands the importance of their role, whether it’s helping a business find the right talent or guiding a career seeker toward a life-changing employment opportunity. We’ve become a connected team, and I couldn’t be more overjoyed by what we’ve accomplished together.
Making a Difference
Our work spans a wide network of partners, including our Consortium and Workforce Development boards and our dedicated MWSE team. Yet, our most profound endeavor is to the people we serve: the adult learners, businesses and career seekers — what we refer to as the ABCs of community and economic development.
This past year, we helped people increase the average wage of individuals who seek our services from $20 to $24 an hour. That $4 difference isn’t just a number — it represents a powerful shift. It means more money flowing into local economies, stronger families and a more prosperous Michigan. Tens of thousands of individuals and families are now better off because of their engagement with MWSE, and thousands of businesses are thriving and contributing to the vitality of our region.
Charting the Future
Serving as your executive director for the past five years has been a true honor. This work is deeply personal to me. I’ve seen firsthand how a new skill or a steady paycheck can restore dignity and transform a life. The power of employment and education is truly life-changing, not just for individuals but for entire communities.
As we look ahead, I’m energized by the possibilities. With rapid advances in technology and innovation, we have a unique opportunity to strengthen our partnerships with businesses and community organizations. I am ready to support and cultivate these connections, ensuring that every person in our region has the resources and support they need to fulfill our mission and create connections to a better future.

Misty Shulters Deputy Director

JOB SEEKER SERVICES
Jobs for Michigan's Graduates
Jobs for Michigan’s Graduates is a comprehensive program for youth in and out of schools, helping them identify a pathway for post-secondary success while overcoming individual barriers. Youth from Michigan Works! Southeast in Jackson were formally inducted into the JMG program during a Launch Celebration in November. The event featured youth speakers, presentations from the Michigan Works! Southeast Adult Education program and an introduction to the benefits of joining the JMG program.
Making ends meet in temporary assembly positions, Shania’s true passion lays in the medical field as a frontline worker. However, she found herself at a loss regarding where to acquire the necessary credentials. Struggling with homelessness and a lack of job skills, Shania turned to MWSE. We promptly offered her educational support alongside workforce preparation, covering the costs of her CNA training and state licensure fees. We also addressed her transportation needs by providing mileage reimbursement. Following the completion of her classroom training, Shania secured stable housing and employment, marking a significant step forward in her journey.
“Before I went to Michigan Works! Southeast, I wasn’t sure what I was going to pursue as a career or how I was going to pay for it. [My Career Advisor], Michael, helped me figure out which direction to head in, and helped me get funds so everything was paid for. All I had to worry about was showing up to class. Four months later, I completed my program. Now I have four different certifications and am currently putting them to use at my new job. Thank you, Michael, and thank you Michigan Works! Southeast!”
— Shania R.

2025 MICHIGAN WORKS! IMPACT AWARD
Phil Wenzel and Beauchamp Water Treatment Solutions
As a valued employer and partner of Michigan Works! Southeast, Beauchamp Water Treatment Solutions supports the community by hosting participants in its Paid Work Experience program. The company also prioritizes team development through initiatives such as On the Job Training and the Michigan Statewide Targeted Apprenticeship Inclusion and Readiness System apprenticeship grant, ensuring its staff receives continuous training and growth opportunities.
Phil came to Michigan Works! Southeast after experiencing long-term unemployment. Interested in a career in sales and maintenance but lacking experience, he faced challenges finding employment.
After receiving career counseling, Phil was introduced to an OJT opportunity with Beauchamp. Through the program, he quickly excelled and became a key employee, benefiting from the supportive services provided to help him succeed in his new role.
This honor reflects their incredible efforts to strengthen Michigan’s economy through job creation and talent development in our communities.
From creating new opportunities to fostering a culture of workforce innovation, their story is one that inspires — and MWSE is proud to spotlight this well-deserved recognition.
“Our partnership with Michigan Works! has been an invaluable tool in supporting our employees, customers and community. From providing on-the-job training to the implementation of a complete Apprenticeship Program, Michigan Works! has been crucial in our Growth Roadmap.”
— Brian Purdy, COO, Beauchamp Water Treatment Solutions
ADVOCACY ACTIVITIES
In March, along with Michigan Works! Association and other agency leaders, MWSE met with Rep. Tim Walberg (R-MI) to highlight the impact of workforce development programs on Michigan’s economy.
Our Adult Education Team met with elected officials in March in Lansing at the Michigan Adult, Community & Alternative Education Association Advocacy Day to advocate for MACAE and an annual investment in the Adult Literacy Opportunity Fund. We were also able to speak about our program, and Gabriel Jennings, who earned his GED in January, shared his adult education journey and how MWSE was there to support him every step of the way.

MiReconnect
Reconnect is a scholarship program for Michiganders 25 or older, who don’t have a college degree, to pursue an associate degree or skill certificate. Reconnect covers up to the ‘in-district’ tuition, mandatory fees, and contact hours at any of Michigan’s public community colleges. Additional costs, such as job tools, books and out of district fees can be a burden to those who are wanting to complete their education. Michigan Works! Southeast partners with local community colleges and the State of Michigan to support eligible MiReconnect students with these additional costs to ensure successful completion of their training.
Michigan Citizens for Reentry Initiative
Michigan Works! Southeast was proud to participate in the Michigan Citizens for Reentry Initiative. Program partners included State of Michigan-LEO-Workforce Development, Federal Bureau of Prisons, A Brighter Way and We the People Opportunity Farm. This program delivered a combined workforce education and social emotional learning curriculum to soon to be released inmates to support positive reentry outcomes. Participants learned about labor market data, job search practices, community support and self-reliance skills.
